UN Women is seeking a highly experienced Evaluation Specialist (National Consultant) to lead the end-of-project evaluation of the ADVANCE Women Political Participation (WPP) Project in Nigeria. This is a home-based consultancy role with field engagement across selected states.

About the Role
The Evaluation Specialist will assess the design, implementation, and outcomes of the ADVANCE WPP Project (2022–2026), implemented in partnership with the Government of Canada. The evaluation will generate evidence, lessons learned, and recommendations to inform future programming aimed at strengthening women’s political participation and leadership in Nigeria.
The role involves conducting a comprehensive and participatory evaluation across key project locations, including Borno, Cross River, Ebonyi, Ekiti, Kaduna, Kwara, and the FCT.
Key Responsibilities
Design and implement the evaluation framework, methodology, and tools
Conduct desk reviews, stakeholder consultations, field visits, and data analysis
Assess project performance using OECD/DAC and UN evaluation criteria (relevance, effectiveness, efficiency, sustainability, gender equality, and human rights)
Prepare key deliverables including inception report, draft and final evaluation reports, presentations, and communication products
Document findings, lessons learned, and actionable recommendations for future interventions
Requirements
Advanced degree (Master’s or equivalent) in Gender Studies, Political Science, Sociology, International Relations, or related field
Minimum of 10 years’ experience in gender equality, women’s empowerment, and programme evaluation
Strong expertise in women’s political participation and governance programming
Proven experience with evaluation methodologies and report writing
Experience working with UN agencies or similar organizations is an advantage
Excellent communication, stakeholder engagement, and analytical skills
Fluency in English (written and spoken)
